Asset Management – Law Courts

G4S were under contract to Ministry of Justice for Total Facilities Management for a number of Courts of Law. To update Risk Assessments they decided to commission a selection of Condition Surveys, at sites considered to be challenging and to then compare these against data obtained in 2012 -2014 for original surveys carried out. RBA staff, as surveyors and acting independently from the original surveys, were asked to conduct the new Condition Surveys at nine Crown, Civil and Magistrates Courts around the UK. The gross internal area of the combined sites was 143k sq.m. Our requirement was to carry out Condition Surveys at the sites including M&E plant, building fabric as well as general condition and to provide these Condition Surveys to G4S. Specifically, this included a requirement to carry out a comparison between the original Condition Survey and ascertain whether the condition of the buildings and plant was fit for the intended use, given the age of said buildings, or whether there was degradation of the building and plant, greater than would have been expected. Degradation could be attributed to:

  • Lack of scheduled maintenance
  • Lack of reactive maintenance
  • Highlighted faults/ urgent repairs or corrective actions not carried out (detailed in the original surveys)
  • Poor investment
  • Other issues

Within tight timescales, we provided the client with an overarching report that gave a detail comparison of the sites, to include, areas of concern and/or instances where the buildings had been well maintained and as such had improved over the life of the contract. Our final output also included compilation and verification of an asset register for each site.
