We are committed to helping our clients contribute to national targets around reduction in road casualties. We can undertake evaluations of highway improvement schemes at various stages of their implementation; during design, at the end of construction and post-construction, to identify road safety issues for all users and suggest measures to eliminate or mitigate any concerns. Road Safety Audits are undertaken by specialists trained in the skills of road safety engineering in accordance with the requirements of the Design Manual for Roads and Bridges. The RBA team has many years experience of undertaking Transport Impact Assessments in accordance with The National Planning Policy Framework. This is a specialist piece of work undertaken by the RBA team to support highways infrastructure projects.
The Transport Assessments produced by RBA consider the impact of the proposed development on all transport modes, set out proposals to minimise the impact of the development on the transport network and promote measures to encourage sustainable transport. Our Transport Assessments are often accompanied by a Travel Plan for implementation as part of the development proposals upon occupation, which sets out measures to encourage sustainable alternatives to the car. Within our team, we also have experienced public transport operations consultants, so we can liaise with transport operators and developers to ensure developments are met by public transport from the outset.
The Department for Transport’s Rail Franchising rolling programme continues at pace. This places considerable pressure on rail industry agencies, and, in particular, Train Operating Companies and their owning groups. We have a deep understanding of the rail franchising process in the UK. This has been gained from successfully supporting DfT with resources to run competitions, and also making the case for change to the process. We continue to support companies bidding for concessions, providing technical support and commercial acumen for their delivery plans.
Bus franchising is happening in the UK. It has been around in London for many years, but the Bus Services Act of 2017 has given the powers to Local Transport Authorities to introduce franchising or enhanced partnerships. Our consultants have helped public sector organisations develop the case for franchising their networks. We can also support operating companies consider how they might respond to these new market challenges, gaining a competitive advantage through early awareness and mobilisation.
The rail industry is transforming the way it manages innovation and introduces new technologies. The Rail Capability Delivery Plan 2017 outlines the industry’s vision for using technology to create a better railway. We have an in-depth understanding of the Innovation in Rail agenda, and our consultants have supported DfT in its push to introduce innovation in franchising, as well as helping TOCs and partners develop their own innovation capability.
